Boss tells me what to do with my personal phone?

I work for a very lousy boss. I have a company issued work phone that I use to stay on top of work related matters. But now, my boss is telling me what to do with my personal phone, and telling me what apps I need to have on my personal phone, even if those apps are already on my work phone.

Would you be frustrated in my shoes? What right does he have to tell me what to do with my personal phone?
