What does job salary is “targeted” at x-y mean? Does it imply flexibility/room to negotiate?

After submitting my resume, I received an email from the HR department of the company I applied to. The language in the email is: “The position is targeted at $20.00 to $22.00 per hour.” Does that imply that the company is negotiable on salary. It’s less than I make now so slightly important...
