Teen jobs

It’s been so hard to find a job as a teenager this summer, I’ve applied to 20+ at this point. I finally thought I was going to get one at this company. The interview went well and the manager told me to call back in a week. However when I call today she tells me they’re not hiring due to COVID-19. Is this a rejection? I was under the impression that they are hiring because they gave me an interview but it seems it’s not the case...
