Is it a slap in the face to negotiate a higher starting salary?

There has been a position that I really want. There is one big problem. I currently make 20 dollars an hour. The position I want is 14 dollars an hour. Would be wrong to say I’m really interested but can’t do it for that price? They were hiring a few months ago and wanted to interview me but I told them I could not at that time. Now things happen to have come back to me again with this job. Is it wrong to negotiate my starting wage when a post ranges?
