Applying for a government position. Sent a follow up email and got this response. Looking for advice.

I wasn't sure if I had found the right person to contact but I gave it a shot. Their response said this:

" I am not the selecting official for this particular announcement, and in fact since multiple duty locations were advertised, there could be as many as 3 separate hiring officials that might make selections from a certificate in this announcement.  However, as I understand it, this announcement has not even closed yet, so there is no way for me or the other selecting officials to know at this point whether you have been referred for possible consideration.  The federal hiring process is also much different than other state and local governments, and certainly private entities.  That being said, as a hiring official we cannot discuss matters with an individual candidate while the process is ongoing, as it could be construed as favoritism.

I hope that you understand, and wish you luck as the process moves forward.  The process can take time so I urge your patience, and continue to monitor USAJobs for any notifications or changes as things move along."

How much truth is in this? They really can't have any exchange with me even if I am reaching out just to try to stand out and show I am very interested? If so, then it is what it is, but I'm just unclear on how different it is applying to a government job and want to ask for some input on if I am being brushed off or not. (Also, this is not for any kind of job relating to sensitive information or something like that.)

Should I maybe email the office at the location I am trying to get the job? I had trouble finding it before but I may be able to find it now. If not, I have at least found the address and phone number. Or, am I actually shooting myself in the foot by being persistent?
