Anyone here over 50 and job searching with success?

I've been having a problem finding full time employment for the past few years. I keep getting hired temporarily. No one seems to want you if you're over 50 and well qualified unless you have an advanced degree and certifications. Coming from the nonprofit sector, there was never money available for certs or going back to school. It also means that I can fit into several job categories.

In the nonprofit world, I was a high-level director, but in the business world it seems impossible to be anything other than a Program Manager. So, I usually search for that (and then have to exclude all the computer programming positions a lot of the time). With the government, it tends to be called Program Analyst or Management and Program Analyst. I was laid off in 2012 and have been consulting since then, which I think may have been a mistake. Is this making me less appealing? I don't know.

I have 30+ years of experience and I've already removed a significant number of years from my resume. I feel obligated to retain my Director-level program work, so it starts with 1997. Am I damaging my prospects by doing this? Should I switch to skills based resume? (ugh) Since I've moved out of nonprofit work, I'm not supervising, or managing entire programs any longer (most of my recent work has been as a 1099 consultant). And in the past, I've even tried dumbing the resume down for "lower level" positions, for which I never get contacted.

I was just laid off and am starting a new search in the midst of this situation, so I'm concerned about my finances. Any ideas are greatly appreciated.
