Is it ever appropriate to contact a company for an update on a hiring decision?

I (25F) applied for a very competitive internship with a county government. I had an interview on April 10, and was told a decision would be made by the end of the month. On April 30th, I received a BCC email saying the organization would make a decision "very soon". It's been three whole business days now and I'm about ready to start pulling my hair out from anticipation and anxiety. Is it appropriate to call or send an email asking about their decision, or should I just keep waiting?
