Hardest decision of my career so far. Picking between current job and a job that was pending.

First of all, I am grateful to have options in a time like this. I've been unemployed for the entire 2019, but as soon as the pandemic hit, I started having multiple options. I am a software developer by the way.

2 months ago:

Job1: The first place I interviewed with was for a DoD (Department of Defense) company. It seemed very niche, challenging, but also cool. I accepted the job but it was contingent on a security clearance from the government, which could've taken up to 6 months from what I've been told. The job offer was pretty good. Decent salary. Really good benefits.

Job2: A day after I accepted Job1, a recruiter hit me up and told me there was a company nearby who needs urgent help woth some issues. The recruiter has been nothing but transparent about lots of things, but it was an instant job. I figured it would be great to make money during the time I wait for my clearance. I even told my supervisor that I am waiting for a clearance, to which he said he understands that, but they will want to make me happy and keep me there. Fair enough.

Working for Job2 has been challenging but I've been learning a lot. The issue came in when I requested to work remotely due to COVID, but they denied me because I was technically still a contractor and they weren't comfortable with giving me that access. Pretty shi**y, I know. But I do have my own isolated office so I kept quiet and became very productive.

I finalized the actual clearance paperwork 2 weeks ago - I stalled as much as I could to make sure I can work at Job2 for 3 months and see how it is and see what happens after the 3 month evaluation (which supposedly could make them have me go salaried, a process which involves buying me out from the recruiting agency)

The clearance came in 2(!) weeks and I was caught off guard. I immediately told my current company that I will need to go salaried ASAP even if it's been only 2 months. They said they want me to stay so they will talk to the agency. At the same time, Job#1 was excited for me to start as well and even told me that I can work remotely(!) until June and get familiar with everything while being safely at home.

So this is a huge conondrum for me.

I tried to do a pros and con list. Both companies pay pretty much the exact hourly rate, BUT Job#1 comes with the full package and benefits, including health, PTO, 401k, etc.

Job#1 - I like the people. But this is a very niche job located on an air force base. You leave your phone outside and theres almost no flexibility. The technology is not something I know a lot about. It could be very difficult. They were saying that I might learn millitary acronyms for months. My experience might only be relevant in other DoD positions in the future.

Job#2 - even though I started there 2 months ago, I quickly became a leader. I was the only engineer left at one point. I've been in charge with everything as far as technology. I have my own office. I get two walking breaks, and it's pretty flexible in terms of leaving/coming late/early. I use my phone all the time. Not very disciplined like Job#1, but convenient. I am still not happy with how they handled the virus, but I have learned a lot at this job.

Tomorrow Job2 is going to tell me what it will take for me to go salaried right away.

Next week I have to call Job1 and tell them when I can start.

It's really stressful, even though some might be jealous of my situation.

Job#1 is obviously a good pick, but I need to do what is best for myself - which I haven't been doing. Also, change is very scary at this point.

I need some advice.
