Are some of these warehouse Southern California companies just plain stupid or do they actually know what they’re doing?

So long story short, I applied for a large warehouse company as a lot associate at a location in Southern California. It is a hard labor job and as I was answering the questions for the hiring process, they indicated that the pay was $13 an hour. To be honest I was shocked. It’s quite obvious that it’s virtually impossible to survive in Southern California making even $15 an hour, let alone $13. What the hell is wrong with this company? Like seriously there’s a global pandemic going on and this company has the audacity to give lot associates basically starvations wages. Im so pissed. Im so sure that nobody has applied or will apply here
