"Pipelines" for future employees

So a couple years back, I applied for a job with a local company. They had someone in mind for that opening but invited me to come in to interview and test for their candidate pipeline. I agreed to do so as I was unemployed and really had no reason not to. I was told after my interview/test that I was in the pipeline but at no point since then, despite other jobs opening up, have they contacted me to make an offer. Note that the HR person who came up with this idea left the company last year, so maybe it died when she left.

Has anyone ever been put in a pipeline? Did you ever get an offer? Or is it some dumb HR gimmick?
