Am I overreacting with how I was treated by my superiors?

My company has a frustrating policy where you only find out if you're getting a raise on your work anniversary if you are getting that raise. If you're not getting a raise, then you don't hear anything. This is frustrating for two reasons: 1) I don't know if they just forgot or I'm not getting a raise and 2) it doesn't give me an opportunity to ask questions or give counter reasons why I should get a raise.

So my anniversary was earlier this month and I hadn't heard for about a week, so I bucked up the courage to go talk to the VP in her office. She apologized profusely and told me she hasn't had time to discuss it with the CFO and my supervisor and she will do it ASAP.

Another week passes and I hear nothing, so I message her again to check in. She responds that she talked to my supervisor who was supposed to let me know the response. Right then, my supervisor calls and says it slipped her mind and that I'm not getting a raise.

It's one thing to not get the raise despite having a really good year, which I can deal with, but that's not even what irks me. It was the complete disrespect towards me during the entire process. Am I overreacting to be feeling utterly unvalued?
