First time ever being unemployed (currently for 4 months) 27/F in NYC and I need some serious guidance.

So my current situation and about myself, i'll include my resume but leave out identifiable information for privacy :

-27/F/12 years of work experience in NYC (11 years of retail w/ 7 years of luxury retail management and a year of medical office management), no college degree.

-I was laid off July 29th 2019 because my boss wanted me to attend and pay for college but I refused due to my financial situation.

-I have applied for about 200+ jobs in the past 4 months.

-I'm currently surviving on unemployment (my savings was used to cover a previous debt and a family emergency in January so it's at $0) which runs out at the end of January but I am able to re-apply and hopefully get another 6 months.

-I have had about 9 interviews total (including less formal phone interviews) and within those 9 I have had 2nd round interviews with about 3 companies but no offers.

-I was making 50k a year before I took a pay cut to 40k a year at my previous job since I had no administrative experience; i've been requesting a 50-60k salary depending on the amount of responsibilities and/or how I measure up to the specific role I am applying to.

I'm growing very concerned mainly because I'm just not getting any interviews! I've been applying to any office manager/administrative jobs I qualify for (due to my lack of a college degree) with pay ranges anywhere from 45k-60k. I've only applied for retail management jobs and no sales positions (in my previous sales supervisor roles I had issues reaching my sales goals and it led me to become an operations manager) but haven't had any luck.

Can someone point me in the direction of what I need to change to increase my odds of landing a job? I feel as though I have strong interviewing skills and an outgoing personality but i'm not receiving many opportunities to interview overall...any advice helps!
