When to hand in resignation letter?

Hello all,

I'm located in Australia and in a bit of a dilemma in regards to when I should let my current employer know I'm resigning.

I've been offered a graduate role starting in March 2020, and apart of the hiring process, they need to do background and reference checks. My current employer requires 4 weeks of notice before my last day and I was planning on telling them in January/February 2020. This means that I won't be able to use my current employer as a reference.

I have also been told that I should be expecting a promotion by the end of this year.

Now my question is, should I tell me employer now and miss out on a promotion so that I can have them as a reference, or should I use my part-time manager (from 3 years ago) as a reference?

Also, is it bad to accept a promotion if I'm intending to leave a month or so later?

I'm not leaving my current employer for any other reason than to further challenge myself and learn from other professionals. Everyone at my current place is awesome and it will be sad to go but it's something I have to do. For context, the current place I'm at took me in as an Intern and hired me on a full-time basis afterwards.
