Phone interview with previously rejected job

I had a phone interview back in April for an Analyst position and a few weeks later I received a generic email saying they are moving on with other candidates. I noticed they reposted job ad again in September and applied because I was really interested. I received an email today and set up another phone interview for Monday. The HR recruiter was different than the one I set up interview initially. Same format of two 30 minute phone calls. One with the director and one with the hiring manager. The same people I spoke with back in April. Should I bring up that I was previously interviewed by them? Any advice in general? I’d like to get to in person interview this time. Eventually an offer as well of course. Thank you.
