Leveraging a job offer (declined) into a current job title bump?

I was contacted y someone at a other company about a job opening they had. I went through the entire interview process because it's good practice and exoerience. I was offered the job but turned them down because we couldn't come to terms on salary and benefits. The salary was more than I'm making now, but there were other benefits that made it not be worth it.

That being said, I was talking to a friend of mine through throughout this process and realized that with my skills and job duties, I should have a different job title, and one where the average salary is more than what I make. So a couple of questions:

1) can I use this job offer to try and leverage a title bump? How? Do I tell my boss that I was approached and offered a job?

2) I know general consensus is that you shouldn't go back to your current employer with a job offer and ask that they match it. Is there anything different about this scenario that I could use to get a pay bump too? I'm less interested in that than the title bump, though.
