What to do? Desired salary was submitted, but just found out I'm getting a raise

I have submitted a job application where I listed $X as my desired salary (this was about 10% above what I currently make). I recently found out that we should be getting raises in the next week or two (Probably ~5%).

I am about to go through the phone/in person interview and want to request a higher desired salary due to this raise. Would this be better stated before or after I get a job offer (assuming I do)? Or what should I do at this point?
