"They viewed your resume" on Indeed

I have been applying to jobs on Indeed, meaning sending a resume with a cover letter. I probably responded to 8 or so in the last week. Over that time I got 2 notices that said that my resume was viewed by that employer. Does that mean that the other 6 didn't even look at my resume? Only explanation I can think of is that they get a ton of responses and read all cover letters and only open some resumes if they like the cover letter.
