New to job searching have super simple question regarding contacting a business.

Hey everyone, this is my first time posting in this subreddit so I'm looking for some quick feedback.

So I just graduated college a month ago and I'm using this third-party site that my uni is partnered with for job searching. I found an ideal job and it says it's advertised for my city. However, when I go to this job's page on the third-party and try to find the listing I don't see it. My question is how, can, or should I contact them regarding the job listing that I saw? Basically, can I contact HR inquiring over the matter?
