Move to new city first or quit job first?

I've been working at my current company (in NC) for the past year; this was my first job out of college. I feel as if I've learned all I can from this job and I would like to change my role and my location, hopefully in NYC. However, I am confused about whether I should start applying for jobs right now while I'm in NC or if I should just quit, move to NYC, and then apply for jobs there. I've heard and read articles that say you shouldn't have gaps on your resume and you shouldn't quit your current job unless you already have another job lined up, BUT I've also heard that it is hard to get jobs if you're out of state and you should only apply once you have a local address. So, I'm asking what the better option is in this case? Move first, then apply? Or apply first, quit, then move? Which option is easier for finding a job? Thanks!
