Is 3+ weeks for background check results normal?

I accepted a job offer over 3 weeks ago and my background check process was initiated by the employer that same day. My start date is supposed to be this coming Monday but I just found out they're still apparently waiting for one county civil court in a state I lived in many years ago to send the results back. My report should be clean, I've never so much as received a traffic ticket in that state. I've had background checks previously come back within a week at most. The report was originally dated to come back the 24th but is now apparently saying the 31st... I'm just wondering is this normal for a background check to take so long? I was laid off in May so I'm obviously anxious to get started with this new position.
