Any advice for applying to jobs outside of province? (Canada)

I'm currently living in Alberta, and the job market is very bad right now. I'm a recent graduates in Economics, and I'm finding that a lot of business analyst positions are based in Toronto.

Is it possible to apply to jobs in Toronto while not being there? I'm willing to move and I have the funds to do so, but I only want to move if I am guaranteed a job offer.

Has anyone apply to jobs that are far away and gone them before? Tell me your story.
