Would I be pushing my luck to negotiate a higher salary after stating desired rate? Does my justification make sense?

I am a new college graduate. I have a job on the table that requires a DoD security clearance. I stated that I would like a salary from 70-75k when asked at my interview. Assuming I got it, HR is going to call me and offer me the job sometime this week and will most likely state the salary offer.

I didn't realize all the turmoil and painstaking research and form-filling-out that goes into the whole government clearance process, and this major pain (and potentially having to wait up to a year and half for full clearance before starting the job!) in my opinion justifies a higher rate (do you agree? I guess this is moreso a pain for my employer but I would prefer to not have to go through all this); nothing crazy, but I thought I'd ask for around 80k instead.

Am I justified or should I just shut up? Or should provide a better reason? If they offer me 75k (top of my range) or 70k (bottom of my range) or even less, how should each of those scenarios alter my reaction? Should I voice my desire for more money over the phone when HR presents the offer initially, or should I say thank you and take my time crafting an email? Thanks in advance for your help r/jobs.
