Seems protected veteran status doesnt mean much

I keep applying to jobs that have a place to designate yourself as a protected veteran, since im a disabled vet. They say they have to use affirmative action policies to hire protected vets because they do business with the government. Im not getting any nibbles on them. Im trying to only apply for stuff where i know im qualified. Not sure whats going on but i dont think they care about those rules. Anyone familiar with this?
