I’m a new hire and the person who’s supposed to mentor me keeps blowing me off. I want to tell my manager but I’m not sure if I should.

For context I’m a fresh grad and this is my first job. Its only my second week but so far i’ve done nothing but stare at my screen. I’ve verbally asked him to explain the work to me and even tried to schedule an appointment with him, he always dismisses me (busy day - lets do it later).
