What are your thoughts on contract-to-hire positions?

What is your opinion on these roles? Are they intended for junior employees?

I believe the contract period of a job is meant to see if you’re a good fit for the company but it doesn’t provide any benefit to the new hire (i.e. no health insurance and other benefits) Am I right I’m thinking that?

I can see why this type of role would be appropriate for someone with little experience, but are there reasons a more senior employee would accept a contract-to-hire role?

(Not sure if the field is relevant, but I work as a software developer.)
