Wait it out for decision on a transfer or give my two week notice now?

So I have this job that I loath, overall it hurts my mental health. Mostly it is my boss and one of my coworkers but the general attitude is horrible. So I put in a transfer to go to a different department. They told me last week they would make a decision by that Friday, but in true HR fashion, they didn't. I was told they were still making decisions and should know by the end of this week. Thing is I dont think I can work my current job any more. I can barely do one week more let alone two weeks. Or however long it will take for them to make a decision. So my question is, should I put my two weeks in Monday even I'd they haven't made their decision on the transfer yet?
