Too soon to follow up?

Had my second interview morning of Tuesday Dec 27th. Sent a thank you email the next day. Heard back the following week Thursday(Jan 3). They said they would get back to me with possible next steps that week. I’ve heard nothing since.. is everything slow because of the holidays? Am I second option(or lower) and they are waiting on first option? Should I follow up again?
