How to best apply and find jobs in other states/cities?

So I'm currently interested in moving to a new state in the US, preferably a large city. I'm not too picky on where although prefer more liberal areas and not too hot of places. My skills are tech oriented so not too worried about the availability of job possibilities.

My question is is there anything specific that I should do to help increase my chances since my address, etc would show me as out of state? Is there a way to mention my willing essence to move, etc? And any other advise or stories of those who've done this?
