Has anyone ever successfully negotiated a higher salary knowing the company is lowballing you from from another role?

A little bit of context. I applied for an Inventory Specialist job where Data Science sills were also required. However, during the salary negotiation phase, they insisted this role pays $X but did not account for data science skills. What they presented were a 'search of all related Inventory Specialist" salaries within the area. Am I being short changed here? How would one go about in negotiating the job salary to include data science skills or close to a Data Scientist salary?
