For the last 3.5 years, I've been a contractor in the media department of a major defense company. I loved the place when I first started but I can't stand it anymore. Our particular sector of the company (very small) is insanely dysfunctional. Most of the managers have been in their positions for 20+ years, positions they got through family members, etc. rather than actual experience. I like them as people but they're all resistant to change and the general employee morale has tanked over the last year.

I decided I needed to leave; I really wanted a full-time job with benefits and our business is in a hiring freeze with no sign of that changing anytime soon, no matter how many times I broach the topic. So initially I applied for a full-time role in another department, but word got round to my manager and he didn't handle it well (even though I never even ended up interviewing).
So needless to say that's on my mind and I'm now anxious about telling him that I got an offer outside the company. It's a great opportunity and is exactly what I want to do/what I got my master's for.

Since I know he's very immature about these things, I guess I just want to make sure I handle it in the most appropriate way possible. The problem is that we have a companywide shutdown from Dec. 24 to Jan. 2. And my boss will be taking some time off, so he'll be gone from Dec. 17 to Jan. 7.
When is the right time to tell him? On the one hand I figure giving notice ASAP is the best option. On the other, I'm afraid that it'll seem like I'm just saying 'see ya' right before the holiday break. I don't know. Maybe I'm overthinking it?

Any and all opinions welcome. My friends keep telling me I don't owe this place anything, given how long they've strung me along... but I still feel nervous and guilty.
TL;DR: do I tell my boss I got a job offer before he goes on vacation or after?
