Was offered a job over the phone 2 weeks ago and haven’t gotten a response back. What steps should I take?

After attending a hiring mixer for a sales department at a company,I was called two days later by my recruiter with a job offer. I accepted it and was told I would be contacted via email by the manager of the location sometime the following week. Between then and now I have attempted to contact my recruiter via phone (as they recommended) and they haven’t answered my calls or voicemails (only 2 one last week and one today). I managed to contact the location and leave my info for the manager but they haven’t called me either. What should I do?
