Record was Expunged. Do I have to disclose the event in job applications? [FL]

I posted this in r/legaladvice, but I didn't get much help from there. I was wondering if anyone else has any experience. I worked at a University and was the IT of a 911 center and the Police Headquarters and so far I've been okay.

In 2006, I was arrested for a third degree misdemeanor. I didn't have much money at the time to fight the accusation, but my lawyer said our best bet and cheapest option was to do a deferred prosecution, then expunge the record, which I did.

I was told by my lawyer that whenever job applications ask if I've ever been convicted of a crime, I can say, "no."

But when it asks if I was ever arrested, I have to say, "yes."

My current job application asks, " Have you ever been convicted of, entered a plea of guilty or no contest, or had adjudication withheld for a felony or misdemeanor? " I think because I did the deferred prosecution and I think nolo contendere, I have to say "yes" to this question. Is that correct?

Also, what constitutes as an arrest? Is that when you are thrown in jail and booking is processed? What if I was just detained in a cop car and filled out some paperwork?

I had a successful interview with a company and I felt I was overqualified for the position, but I ultimately did not get the position because I feel it was because I disclosed the arrest and expunction on their application I filled out at the end of the interviews.
