How come jobs always ask whether or not you're latino (USA)

I've been applying for a lot of government jobs lately, so maybe it's just them, but there's often a section to disclose whether you're white, black, etc, and then often a separate question asking whether or not you're latino. Just wondering if anyone knows why they made that into a separate question.
