Do employers usually pay out when you file a wage claim?

I attempted to quit my fast food job several times, but my boss said we were too short-staffed and I wasn't "allowed" to quit. I'd never signed a contract saying I needed to be on the job a certain amount of time before leaving. I was at-will, making minimum wage, and this was just some summer job I picked up to pay for school books and fees.

Soooo, they wouldn't let me quit (after telling them I would, trying to give them notice, and finally just leaving on the date I'd told them I would be). And then, they wouldn't give me my check for over a month and a half. So, I called. Daily. No answer. I wrote them a letter. No response. Then I wrote a certified letter so I knew they'd have to sign for it. Response and a check (albeit one that was a month and a half late)! By this point, I was in a financial bind because I didn't have the money for my school books (the ENTIRE reason I took the job) and had to do without them for the first month and a half of school. I borrowed ones from the library and virtually lived at my professors' office hours for a while. It worked out in the end, and I'm doing fine in my classes now. But obviously, this was problematic. It would have cost me my grades (and my tiny scholarship, which is merit-based) had I not worked three times as hard to make up for it.

I filed a wage complaint with the labor board for waiting time penalties, and they said I had a strong case when we talked on the phone. And now, the CA labor board has filed a claim against them on my behalf, essentially saying it'll have to go to court if they don't pay up within the week. My concern is that I have no real access to legal aid or anything. I'm a student, and I've never been to court. I really don't want any of this to have to go to court, but this company has screwed me six ways to Sunday, and I'd like to be compensated for how it's negatively affected my life.

This employer has avoided taking my calls, played stupid when I went in to confront them ("we didn't know you'd quit"... weird, because I told you three times and then stopped showing up), and then tried to weasel their way out of paying my penalties because I wasn't "firm enough" in my two-week notice for them to take it seriously. Just some all-around bull you-know-what. I'm sick of how they've behaved at every turn, and I fear they're going to try to be sleazy about this, too.

Do employers usually respect these notices from the labor board? If they get a legal summons-type thingy saying they have ten days to mail me my check or else it's going to court, do you think they'll take it to court? I'll do it if I have to, because the penalties are in the quadruple digits and I'm a broke college kid. I just don't know how to pay for it. Or how any of this works, tbh. I'm not after the world here, I just want to recover the money they cost me by making me wait 45 days for my check.

Any advice? I truly don't know how to proceed if this goes forward. :/
