Problem with boss at work

I'm going to try to keep thus vague because i have coworkers on Reddit.

My boss plays favorites, to the point of discrediting my work to my coworkers and portraying me as barely competent. For example (this is hypothetical, my work has nothing to do with speaking French), I could be a native French speaker, and the "favorite" could learn to say the word "hello" in French and my boss would go to him to translate, while telling other coworkers that I need more practice in speaking French and that "the favorite" is just naturally better at some things. The boss will actually tell employees that if they need help, find "the favorite" instead of requesting general assistance, where multiple people would be able to show up to help.

Most of my coworkers see through this and consider me just as good at my job (acknowledging we both have strengths and weaknesses).

Aside from the fact that I need a better job, is there anything I can do? I am a uniom employee, and the uniin is well aware of the behavior. Going to HR is just going to make it sound like I'm whining, and I'm hoping for a promotion soon (I wouldn't have to work for this boss anymore). I'm currently stuck where I'm at, and there aren't many full time jobs available that I qualify for. Plus, if I leave, he succeeds at chasing away yet another fully competent employee in favor of his favorite, making everyone's job more difficult.
