I could really use help on hiring / scheduling questions.

tl;dr: Owners want to hire new people so call-outs and vacations cause fewer issues. Staff don't want hours cut and most indicate any hours cut may lead to them seeking work elsewhere. Hiring has proven basically impossible for fewer than three shifts (24 hours) per week. I am going crazy trying to make it all work and could use feedback.

This isn't my first time in management, but every previous outing has been in an office environment where everyone works the same hours (8 to 5), has the same company rule-book on time off and similar, and where people being gone (for vacation, illness, etc.) either gives them a backlog of work or creates a manageable increase in the work volume.

Not so for my current work.

I'm running hiring, scheduling, and a number of other managerial tasks for this hotel. And I'm running into a dilemma with a lot of moving parts.

  • One: There must always be someone at the desk.
  • Two: Most of my staff here have very clear minimums for the number of hours per week they can work.
  • Three: Most of my staff have very clear restrictions on which shifts they can work.
  • Four: The owners want to keep one person hired and working one day per week because they're a friend of the family.
  • Five: The owners want me to hire some new staff so there aren't so many issues when someone calls in or goes on vacation (i.e., there are more potential replacements for any given shift).
  • Six: The owners don't want to expand the total number of hours in the schedule.
  • Seven: The number of hours available is different in the summer and the off-season, with occasional increases for local events (festivals, football games, etc.).
  • Eight: When trying to hire people for the narrow slots of time available that won't impact current staff hours, potential hirees are turning down the position. I assume that the number of hours offered (partially in my control) and the starting wage (a major battle with the owners for me to change) are the primary issues.

I'm trying to figure out a way to rejigger everything so it works. I know I can't make everyone happy and have tried to evaluate all the core things when assigning hours (seniority, breadth availability, etc.), but I've still got a lot of unhappy staff on my hand. And if I do hire two new staff as the owners want me to, that's just going to make things much harder on the distribution of hours front.

How would you go about approaching this?
