HR hiring cycles?

I am totally new to the game and trying to understand how it works.
From what I am reading Q1 is aggressive for hires, Q2 is less so but not too bad since they're taking in recent grads, Q3 is poor, and Q4--they're trying to fit in people if money still exists for it.

There was a firm which I felt there was a strong chance for and "they put these positions on hold"...
The firm's internal recruiter said it was a surprise and originally I was told the HR manager was going to approve an interview for me.

My wife and I have been sending out numerous applications--but it's late into the year, and I am wondering if Q1 is really that much better or not. We'll obviously keep trying but neither of us have a good reference for how it's in the US.
