Follow up call or email?

Hi,

I know it is usually frowned upon to call or email badgering a potential employer; however, I know that I am one of the finalists for the position. It's been nearly 3 weeks since I've heard from them directly, my references just told me about their conversation.

Should I send a polite email or call? At this point I think that it won't disqualify me, and I would just like to know yes/no or if they are still deciding.

UPDATE: Called and spoke to the manager. She seemed glad I called, but I didn't get the job. Had a nice discussion. Now I know and can move forward.
