Can I legally work for zero dollars an hour plus tips in the USA?

My manager offered me a second job for the weekends. He said I don't get paid per hour, but the tips should be enough to match my normal hourly wage most of the time. This is a coat check job at a restaurant.

Is this legal? I receive public benefits, so I need to have all my work hours officially documented. Is it possible to get paid zero an hour, plus tips? I thought it had to be at least $2.13 with tips.
