Piggy back off another thread: If it takes 3 weeks to 6 months to make you an offer and they REFUSE to update you, doesn't that create an awkward situation?

I am not talking about the people patiently waiting and not doing anything. I am talking about the people who emailed a thank you (no response), a follow up (no response), radio silence for months and then all of a sudden an offer is given. How does that not create awkwardness at the new job? Why didn't they at least update or respond back?
