Ex-boss wants to hire me for a position, but the company wants me to go through the entire interview process.

My boss left my current company a few months ago. We had a good working relationship and they mentioned if the opportunity came up, they would love to have me on their team again.

Well, that opportunity has now happened. My ex-boss reached out to me to see if I would be interested and I said that I was. I would be reporting to my ex-boss so assumed they would get the final say. But now I am being told that I have to interview with a bunch of people and they recently posted the position on their careers page.

Is this normal protocol? My ex-boss said I am their top pick and they want me on their team.
