How should I approach applying with a competitor?

I work (from home) for a national non-profit in DC that supports smaller local non-profits within the same industry, one of which is hiring in my area. I know someone that works there, they mentioned it to me and we would be direct coworkers. Since my org works with all these smaller orgs, my stuff is being seen all around the country and there is often collaboration. People seem to like my stuff so I think I have a shot at doing this same work with a better org. I want to apply because my current employer is dysfunctional and I've heard better things about this local org in my city, and I'd be doing the exact same work, just hopefully in a better workplace. My org and this local org are also considered "friend/enemies" by my boss, which seems to be because this local org doesn't put up with the BS my org pulls.

How should I approach applying? Am I putting myself at risk of losing both my current employment and this new option? All these org are kind of like one big family working together in a common goal for the betterment of a specific demographic. I would also want to include the relevant work I'm currently doing at this national org in my portfolio, but I'm sure I'd be fired if my employer heard about it.
