So the HR department for a government job I applied to has asked me for 3 references and said they need two manager/supervisor references out of the total. The problem is I only have one manager reference but don't have any other manager references to give. The only other one I had moved to another company and is unreachable, I do not have their personal information (only had their work email) and I can't use my present manager because then they will know I'm trying to leave for another job. These references also are very important because they said they cannot proceed unless they hear actual responses.
I feel stuck and stressed out because this isn't a regular HR and it's a very good government job position that is not common to come by so the next response I give to them has to be very specific so I don't blow my chance.
So What should I do? Tell them my true situation and ask to ensure I am not disqualified or make something up?
