Cost of Living Considerations?

Hi there. I just got a job offer for a full time position where they train you for a year and a half before placing you with notably better pay.

They are offering me $22/hr with OT (for 1.5 years no change), but I have to relocate to Northern California (30 min from SF). I checked the cost of living (with a roommate in a 2-bed apartment with other costs) there and after some quick math, I came to the conclusion my take home would be about $190 without any contributions to my IRA or Savings.

So my spending/saving/emergency money each month only be $190 without OT.

However, after the year and a half, IF placed, the pay would be bumped to around $30+/hr. This is dependent wholly on being placed after the program.

Does this seem like too risky an opportunity to accept? To me, the high cost of living, low wages, and work-life seems less palatable than taking on a part-time job that pays $20/hr but where I get to live at home with family rent-free.

Of course, not moving also reduces my opportunities for career development and growth.

Anyone have any experience on this front? Does it seem worthwhile?

For background: I am a recent graduate who worked part-time for half a year. I graduated from a high-ranking school with a BA. I do NOT have any additional qualifications yet (working on some licenses slowly).
