Bias against Internal candidates ?

I been with current company for 1 year as employee, before this I was a contractor for them for 18 months. prior to this I was working at a customer site for 8 years. Anyway, recently I applied for an internal position with a higher level, that I think it fits me better in long run. after 2 months no news, so I reach out to the hiring manager again to see how things are going, he said they are looking for someone with a bit more experience and decided to hire externally. I have 12 years of experience, on the req it says it need 10-15 years of experience. I can see if other candidates 20 or 25 year of experience I would not be considered. But I should at least be interviewed explain my case, and explain what I bring to the table. I seem my experience with current company, experience with product and solution counted against me?

Sorry just venting, I guess I just need to do better, what can you do.

Edit: I am not looking for special treatment, I am just looking for the same opportunity to compete on level playing field. If he interview me and throw me out, I am fine with it. At least I took a shot. But toss me out before any interview, I doubt he reviewed my resume closely. Btw I am a minority ethnicity, I think it's hard to change someone preconceived notion.
