1 dollar raise not applied to my pay yet

My official probation just ended and I was supposed to get an extra dollar per hour added to my salary starting on the 1st of this month (my manager told me this through email in direct writing), but I have not received my raise yet and my paycheck last week still had my old rate. Should I email my manager or do I just email HR directly about this? I'm pretty new to the workforce so I'm not sure how to go about this professionally. At first I thought I just needed to wait a little bit for them to update it but my rate still hasn't updated on the HCM platform.
