Question/Benefits/Gross Amount

I work for a company in Irvine, CA and I noticed on my pay stub the Benefits Amount(Health/Dental) is added to the Gross Amount then that whole amount is taxed. Then they subtract the Benefits Amount leaving the Net Pay. My question is this, should the Benefits Amount be included with the Gross Pay or Taxed Separately?
