Microsoft Pre Employment Background Check

Hello Everyone! I gave the second round of interview with Microsoft about a week back. I received an email requesting details for background check but I am yet to receive their offer letter. What does this mean? Am I hired or it is just something they do to everyone who interviews! Please help!
