Everything Going for Me, No One Wants Me

The title of the post says it all. I have a near-3.0 GPA in college. I can file meticulously. I can input data at a steady and assured rate. I would take to an office environment like a fish takes to water. I even have a certificate from the Chamber of Commerce that says so. Yet, despite that, no one is banging down my door to hire me, especially now in a time where you would think it would be easier to find a job. I mention these things in my resume, so what am I doing wrong? Is it a game of chance that people get hired?

And I don't want to hear some generic stuff like "work on my resume" or "present myself properly." I've been doing that so many times over, it's practically muscle memory. So again, what am I doing that either causes interviewers to say "Thank you for your time, but we prefer this guy over you even though you live in Cali and you obviously need a job" or that only lands me temporary jobs that last for three months tops?
