Tips on Following Up or Getting My Foot in the Door

Hey all,

I applied for a job ~3 weeks ago which is essentially the same job I've been doing for 1.5 years now, but in a different location and with a much smaller organization. I applied very soon after the job was posted, and as directed I sent my application materials to the administrative assistant. I was informed that my application was received, but nothing else was said. I followed up with the administrative assistant via email ~1 week ago giving another elevator pitch, re-expressing my interest in the position, and asking for updates, but didn't receive a response. My field and the job location is such that I don't imagine many candidates could have applied for the role, especially many (if any) who surpass my experience, so I think it's odd I haven't at least been scheduled for an interview. Of course, I could be incorrect, but that's my inclination. The position indicated that it will remain "open until filled", so perhaps they're waiting for more applications to roll in before moving on to the interview phase?

Anyway, what do you think I should do from here? Would it be worth sending a follow-up email to the chief executive, since they likely have some if not the final say in the hiring decision? I really want this job and think I'd be a great fit, but don't want to be too pushy or annoying. But I this point I'm leaning more towards "what do I have to lose?"
